South Africa's Dollar Link Puts Economy in Dilemma Dilemma Link is simple: the South African rand, the nation's unit of currency, is tied directly to the value of the U.S. dollar, and South Africa is the world's leading gold producer. So South Africa is benefiting tremendously from fastrising gold prices on world markets, but at the same time it is being hit hard by the falling value of the dollar against stronger currencies, since the rand drops in value right along with the dollar. This means, for example, that it would take more rands today to repay a debt of one xillion Frenh francs than i it would have a year ago when the dollar, and thus the and, was worth more francs than now. A government commission is considering cutting the rand free from the dollar so that South Africa can cash in on higher vold prices without losing because of the falling dollar.

A rand is worth $1.15. The dollar, and therefore the rand, reached new lows this week against the other five major world currencies and has lost nearly 25 percent against those currencies over the past 12 months. During that same period the price of gold climbed from $143.30 an ounce to an afternoon fixing Wednesday of $216.75 on the London exchange. South Africa provides about 73 percent of the world's gold, The rand was linked to the dollar as a safety measure. And rather than go through another drastic change of linking and relinking, some government and bank economists say it is better to let the rand ride down with the dollar and hope for recovery.

The total loss will just about wipe out the profit, the South Afrian Reserve Bank has made on the revaluation of its gold reserves to a market-related price, the Johannesburg Citizen newspaper said. The bank, which provides insurance against changes in the value of the rand to government and semigovernment corporations making overseas loans, currently holds 9.78 million ounces of gold in reserve. This was previously valued at $34 an ounce and now is valued at the market price less 10 percent, the Citizen's figures show. At Wednesday's gold price, the revaluation profit is about what has been lost on the forward xchange contracts and previous revaluation, the Citizen said. Industrialist Dawie Marais agreed that as things stand, South Africa won't cash in on the higher prices its gold commands.

"The very sharp increase in the cost of servicing our existing foreign loans and the eventual repayment the higher cost of oil if the price is going to be linked to a basket of currencies, the higher cost of strategic goods such as imported military equipment, can wipe out the benefits of the higher gold price," he said.
